- grey out options that are not available to users, or show the Windows admin elevation icon (shield).

Can you please give an example of a non-grayed option, that is not available for the user?

Here you go. There are a number of options that look like a user can use them - but they mostly require admin privileges. As far as I know, when you 'allow users to restore privileges with administrative intervention', they currently only get the ability to 'backup now' and 'restore file'. Technically they can also click the 'control panel' and then pick similar options. Otherwise, they can't do volume restores, 'active full backup' standalone full backup (not that we want them to be able to do those things without permission, just pointing them out).

Perfectly clear now.
This behavior can be improved by adding a default shield icon on options that will require elevation, as we don't really want to "close" the feature by graying it out - after all, elevation popup solves the case and is useful for administrative tasks.
Will discuss with devs.
