Boot device: Hard Disk - success.
No bootable device.
Powering off in 30 seconds.
I restore from recovery cd the backup of an HyperV Gen2 Win2016 to XenServer vm.
At boot I get the message above for 2 different vm restored.
I restored many times in HyperV with no problem, this is the first restore I do in Xenserver. I suspect this has to do with Efi/Gpt.
ps. hint:) I had given up Backup Exec in favor of Veeam Agent, because couldn't restore Gpt/Efi a year ago.

Found how to! Install new os, then restore C: volume only.

First: Good news.
Second: I was typing up a message just before you found it, and was thinking in the direction of your XEN server not being able to support EFI. Still worth to check if that XENserver (what version?) can create a VM (with EFI) and lastly, if that XENserver has a specific <hardwarevendor> partition
