I've limited veeam agent traffic on my workstation to 500Mbps.

Well, little spikes are ok, because we are getting throttled traffic based on average during a short period of time, but drop to 0 surely does seem abnormal(1gb spike after is "aftermath" of drop).
"Drop to zero" should not happen in normal conditions and is worth investigation with Veeam support engineer. Feel free to open a ticket and share its ID here.

Just came to thought.. I reinstalled my vbr server, and added a new job to desktop workstation. It sends traffic to VBR server for exactly one minute, and then pauses for like 1min20sec, and then again sends data for exactly one minute.
When I check the Veeam Server network monitor, I see a lot of traffic coming back and forth from/to storage during these outages. Could it be that Veeam Server actually fails to do ""on the fly"" dedublitacing and need to catch up or something like that?
