Is possible with Veeam Agent for windows create an image of the entire pc or server and start it as a VM? Or restore it in another hardware?

I know that acronis can do something

Sure... Veeam actually invented this over 10 years ago, and holds patent for this technology ;) we call it Instant Recovery.
