Hello,
It's possible to restore veeam agent to vmware but not use instant recovery?
I want restore this agent permanently to vmware.

Instant Recovery is a permanent restore. But you need to finalize it first:

If you do not want to use instant recovery with finalizing it, then export the disks from the agent backup as VMDKs to a vSphere datastore. Create a VM manually and attach the disk.
But may I ask, why do you want to do all those manual steps when we have instant recovery with the finalize option?
