Server2019 Host VSS Backup incl 2VMs

Hello, I perform backups with Veeam Agent on our Windows2019 Host. On it 2 VM (DC & Excgange) are running. During the Veeam backup the status "Backup in progress... is displayed in Hyper-V Manager for the two VMs, which indicates VSS. So I assume that I could restore the complete host including the VMs by a bare metal recovery or Volume restore. Are my assumptions correct?
