Is it possible with the Veeam B&R free edition that Veeam Agents can use it's repositories as backup destination and configure a backup copy?

Yes it should be possible.

It seeams for me, that it is not possible to create a backup repository with Veeam B&R Free edition.
Is this true?

That's true - you need to have any license (VBR or Agent license) installed in the Free edition to unlock the repository feature.

I installed the Windows Agent license only inside Windows Agent.
I had to install the Agent license also inside Veeam B&R Free!
Now i can create the backup respoitory.

Sound right. When Veeam backup repository is used as a target Veeam B&R must manage your agent license, thus it's required to install the Agent license inside Veeam B&R console. Cheers!
