Is there any tool that you can see/export data from vib and vbk files?
Without to need to install one from backups solutions. Only explorer.

and welcome to the forums.
To see the content of Veeam Agent for Windows backup files, you need the Veeam agent for Windows (well, or the larger product Backup & Replication). The free version is fine. You don't need any license.
For Backup & Replication (VBR), there would be some kind of tool like that. The Extract utility can export VMDKs / VHDX from VBR backup files. But that tool is probably not what you ask for.
