i am using veeam agent v2 for windows to backup physical servers to a veeam server repository, could it be possible to restore directly to esxi/vcenter?

or if it is not possible, it is possible to create an "universal" cd boot for bare metal recovery to dissimilar hardware (a vm in this case)?

For ESXi you can use export as virtual disk functionality to convert disk from the backup file to vmdk. Blank Recovery Media can be created from the computer with agent installed (just uncheck the option to collect operating system drivers which is checked by default).
