Veeam Endpoint Hangs making recovery IDO, consumes all space

Installed Veeam Endpoint Backup 1.5.0.306 on a windows server 2012 R2 standard box, when I create the recovery media it hangs on "Adding .NET Framework" until the server runs completely out of space (27 Gigs.). I don't see any log files created under programdata\veeam, the application event log doesn't have any errors but does show a bunch of event id 10000 and 10001 from RestartManager that seems to indicate whatever it is trying to install is restarting.

I've run the .net repair tool, no luck.

Any ideas?

Did you add any additional drivers to recovery media? What was selected as a target media? Thanks.

No additional drivers. Target media is a network share on the veeam server with full permissions. I've deployed a bunch of other servers with no issue.

Please clear this temp folder to free some space: C:\Users\bncsystems\AppData\Local\Temp

Double check this location size and make sure it does not contain any symlinks: %windir%\Microsoft.NET\Framework64\v4.0.30319

We've cleared the temp folder, no symlinks, disabled AV, no go.
