Why is Veeam not backing up these files

Using Veeam Agent for Microsoft windows 2.0.0.700

I did a backup "file level backup" of a folder where outlook files are stored
mine are here: "C:\Users\Dell Main\AppData\Local\Microsoft\Outlook"

Inside were some .ost files, tmp files. Why and how do I get them to be copied? especially the .ost files I would think it would copy

OST files are no meant to be backed up so the VSS driver explicitly excludes them from snapshots. But if you need yo can. Delete the OutlookOST subkey in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToSnapshot using the Registry Editor (or change the subkey value from *.ost to something else).
