would a local backuptarget (not a repo) with XFS benefit from the filesystem's features? I.e. fastcloning et al.?

Are you asking whether Linux agent does anything specific when sending backups to a local XFS (e.g. interacting with XFS on transform/synthetic full operations)?
If so, then no - VAL just treats XFS as a regular storage and does do anything specific.
XFS might be doing something in the background on its own though.
