is Veeam Linux Agent 3.2 (Veeam B&R 9.5 U4) is support up to RHEL 8.1 and will NOT have the patch for an update to support RHEL 8.3? the only way is to upgrade Veeam V10? thank you so much.

no, we do not backport new features to old versions. That's why it is a "new" version with "new" features.
If the agents are managed by VBR, then upgrading to V10 is the way to go. Yes.
