Physical server to VM from backup storage

We have just started backing up a critical server from a 911 center to our main data center via a leased 50mb connection. We are using Veeam B&R (enterprise plus) with the Linux agent for physical servers (it is a Red Hat server). Our initial plan was to replicate, but that option is not available with physical servers - so we tested using backup - and it was successful. The plan is to have a backup emergency operations site for public safety, and this server is critical to their needs - my hope was to do an instant recovery if the EO site ever had to go live. Unfortunately, instant recovery only seems to by available with Hyper-V, and not VMWare. Is there another way to rapidly bring this server up on it's backup storage? If not, we may have to look for an entirely different solution to this problem.

if you have some months time, then instant recovery for Linux to VMware will be available in V10.

What kind of workload do they run on the server, may I ask?

Also, if it's not the OS what is important for them but the data on the disks, they can keep a spare RedHat server running on EO and mount a backup there for FLR so that they can copy all the required files (docs, media, database etc) onto a local drive. Sure it's just a workaround and it won't be as rapid as Instant Recovery not to mention the need for a stand-by server.
