FYI I just went through a case with Veeam support that they were NOT able to help me restore my server from Veeam backup.
I've got an Ubuntu server running as a VM on HyperV, but with it's own physical 2TB disk (not a virtual HDD, but a dedicated real physical disk). The server was suffering performance degradation, so I tried to restore onto a new physical server, also with a 2TB HDD. But you know how 2TB are not the same from manufacturer to manufacturer. The restore kept saying that the size of the destination disk was smaller than the source disk, and it could not complete the restore. So at this point I'm looking at re-building the server from scratch on the new HW.
I know when I've done restores of Windows servers, I have been able to resize the partition, so long as the used space did not exceed the size of the destination disk. So even if I was restoring a 2TB HDD onto a 1TB HDD, if only 500GB was used, then it would not be an issue. But the Linux team told me that this was not possible with Linux servers.
I would really like this to be a feature request. Because at this point, I have very big concerns about if I am ever in a disaster recovery situation, and my replacement hardware turns out to be *slightly* smaller than my original hardware, I'm going to have a problem doing the restore.

Could you maybe post a case number to see what was discussed in the case? Does the machine have it's own operating system disk (at least that's what I always do - small disk for OS and data on separate disks)? If yes, then a file level restore of the 2TB data disk should be an option.
If not, is volume level restore of the boot disks an option? And then again, file-level restore of the data partition.
