We have a VM on AzureAD for our V365 backups, backing up to a storage blob within Azure as well.
What would be the best (free) way of backing up an additional copy of data to a local QNAP NAS on-prem? Can't get approval for an Azure VPN so I tried to use WebDav, I finally got Veeam to recognize the drive using NetDrive, but then when I finally go to run a backup it says "A device attached to the system is not functioning" and the job fails immediately.

WebDAV is not possible. The product supports only local attached disks (iSCSI or FC is also possible) or object storage. SMB File shares are under experimental support and they require the NAS and the VB365 Server joined to the same domain.
If you want to use your QNAP as a second backup target, you must use iSCSI. We use databases in the product to store the backup data. The storage must be at the same location for optimized performance and stability. I don't see how you can achieve that by using a QNAP NAS on a different location than your VB365 server. iSCSI over the internet is always a bad idea.
If you have your data in an Azure Blob Repository, then you can leverage Backup Copy Jobs to the cheaper Azure Blob Archive storage. It's not free, but protecting your companies data should be worth it.
