Can you prevent users from purging deleted emails without Litigation Hold?
We currently have VBM365 configured to back up mailboxes every two hours. That is plenty sufficient to capture deleted emails with default Exchange Online retention policies, but we want to ensure that ALL incoming emails are backed up even if a user is intent on deleting-then-purging them immediately upon receipt. Most of our mailboxes have a Business Basic license which does not include Litigation Hold. Is there a way to configure an in-place hold or other retention policy that prevents users from being able to permanently purge items from the Recoverable Items folder for a short period of time (like 24 hours) so that Veeam has a chance to back it up?

It seems you're asking about a feature specific to Exchange Online. To my knowledge, there aren't any features for preventing content deletion other than Litigation Hold or Microsoft Purview Retention policies/labels. However, both require a higher license than Business Basic.
May I ask if your goal is to have a government policy-compliant archival solution for all your emails? If so, you might want to consider using Mailbox Journaling along with a third-party archiving service.
