1) tenant admin should be able to decide what he want's to backup via self service , otherwise this is privacy issue
2) why on earth SMB is not allowed? there are third party solutions which bypass that unneeded limitation... tested and working
3) tenant admin should be able to provide encryption key via self service

it's possible that i didn't dig enough, only few hours into testing.

1) This is possible in the next version in combination with the Veeam Service Provider Console (today it is also possible if you write your own portal with our API's)
2) Running a Jet DB repository on an SMB is not recommended as there is a big risk in disconnects and issues which can cause corruption on the Jet DB. Also, if you are going to run this as a service provider, we don't recommend Jet DB repositories at all, considering the sizes that you will have to deal with, we really believe you should work with object storage
3) That is on object storage repository, and that is possible if you implement it through our Graph API's

I understand your SMB concern. It would be great if M365 backup would have same repository options as standard backup repo but it's your call.

The biggest problem with SMB or a standard backup repo such as VBR is that it will struggle with the massive amounts of objects, hence where object storage is the best practice.
