What VBO version you use? The link you provided us with is outdated. Here is an updated one. Could you please give it one more try?

If no success I'd suggest you contact our support team and doublecheck with them if the required permissions are assigned correctly since the error mentions there is an issue with permissions specifically. Please, do not forget to let us know your support case ID.
