Can I using Veeam backup M365 migration email from tenant A to tenant B if existing need to merge company

Yes and No. You can restore to another location / organization (which means you have to add tenant B to your VB365 server and start restoring emails from A to B).
However, our solution is not a migration tool so there are some downsides:
1. You can't do any mapping between the two organizations, which means that restored emails will be seen from an old email address
2. Those emails will be visible in your inbox, but your email address will be the old one, and a "reply" or "forward" will look rather strange
3. If you do a reply or so, it will also reply to the old email address (with most likely an error notification that the old address not exist anymore)
If I am not mistaken, there are a few more but it is a while since we played with that scenario.
To be honest, I do think it is better to use a true migration tool, Microsoft has one in preview at this point in time:
