Pricing: Pay for all users in tenant or for users I am backing up

we have hundreds of users in our O365 environment but we only want to back up maybe 10.
Does licensing allow us to pay for only the users we are actually backing up?

This is possible. I do have to say that if you stay below 10 users, you could use the community edition and back up just those 10 accounts.
