Prerequisite Teams Backup is mentioned in the Veeam User Guide that a Microsoft 365 license or a Teams Exploratory experience license is required:
"The minimum sufficient license is Microsoft Teams Exploratory experience. For more information about the Microsoft Teams Exploratory experience, see this Microsoft article."
For which scenario is a Teams license required? 1:1 chat backup or restore of complete Teams rooms?

The statement you found is for backup accounts. With Modern App-Only Authentication you won't have backup accounts. Microsoft has started (or already finished) with the deprecation of basic auth. Therefore I assume, you have already added your M365 organization with Modern App-Only.
Our backup process doesn't require a Teams license. But we still require you to assign a team license for restore scenarios. A teams license must be assigned to the user account which initiate Teams recovery from the Veeam explorer.
