Our plan is to backup our O365 data to Microsoft Azure Archive and/or Amazon S3. In terms of throughput and efficiency, are we better off to install our Veeam VBO 365 software on a server in our Azure tenant -or- internally in our local data center?

There are different possibilities so let me run through them quickly
1st: The controller.
You can install this on-premises or in the cloud. The only thing you need to know is that in case of a restore, it will go through the controller which means more traffic from the cloud to on-premises and then to M365 (Azure and M365 are two separate services and "disconnected" from each other)
2nd: The proxy. Ideally, if your primary backup is Azure blob you place that one in the Azure tenant. We noticed that it does give you some performance gains compared to placing the proxy on-premises because you can connect the Azure blob storage directly against the Azure VM
3rd: Storage
Primary repository is obviously Azure hot or cold and secondary Azure archive in the case of Azure and S3 versus Glacier (Deep Archive) for AWS. You can also use S3-compatible in your own tenant (and even then do the secondary copy to Azure archive or S3 glacier (deep archive) if you want. Just like you can do Azure Hot/ Cold to S3 glacier (deep archive) or S3 to Azure archive. There are options. Personally I see no issues with staying in the same service but some organizations have rules to not put their eggs into the same basket.
Obviously the above that I wrote for Azure VMs counts also for AWS VMs
Conclusion: There might be some performance gainings in installing everything into Azure, but it is minimal and the choice remains totally with you. Just think of potential egress costs in case of downloading data for restore.

thanks, in a smaller infrastructure with Veeam VBR11 and Veeam Agent can I add the Veeam Backup Office365 to the same Box? The physical MS server 2019 has enough CPU, memory and disk space.

It‘s possible and supported, but there are to many disadvantages in installing vbr and vbo on the same server. So it‘s not recommended by veeam.
