VEEAM Backup for Azure ( Government ) Appliance connection fails

I am deploying Veeam BU for Azure in a Government Azure Tenant.

I have verified I am updated on:
VEEAM BU&R : Build 11.0.1.1261 P20220302
Veeam BU Microsoft Azure :
Server version: 4.0.0.679
Worker version: 4.0.0.679
FLR service version: 5.0.0.510

When I add a new Managed Server ( Veeam Backup for Microsoft Azure ) I am able to connect to the GOV Azure Tenant, set up the VM in the Subscription that I choose. I am able to create an admin account, and the process is all green, until it gets to the "waiting for backup appliance..."

It then times out, and fails. It also removes the resources that it created.

I have verified that my Veaam BU Server Outside IP is correct, and the networking in Azure seems to support the connection.

Also, I have deployed a Veeam BU for Azure appliance in our commercial Azure Tenant with no issues.

Any ideas?

I guess for permission issues (because that's what I saw when I deployed it the first time).

For a real solution, I recommend to continue working with support. They should find the issue in the logs.
