Working towards DR - Suggestions please

We are wishing to provide better DR and get closer to the 3-2-1 rule for our business

Currently we have an on-prem install of VBR (Only)

We are considering either:

1. building another VBR server within Azure (or lift and shift). VPN Performance needs to be tested as we do not have Express Route capabilities.
2. Provisioning a VBA appliance within Azure, along with Blob Storage (immediate Backup copy).

Any suggestions? pros/cons. I realise my question is quite generic.

Basically, why would you choose the new VBA appliance over a traditional VBR server? (in the cloud)

It somewhat depends on where your current workload is running. Is this on-prem and if so which virtualization type? Or do you have virtual machines within Azure already? Veeam Backup for Azure is aimed at Azure virtual machines to provide you cloud-native protection. VBA can't read VBR backups from Azure Blob though, VBR can read backups created by VBA due to it's integration.

Current Workloads are "on prep" (HyperV) with the intent of gradually moving Workloads into the Azure environment over time.

In this case, you would have to use VBR to manage the Hyper-V backups and use Backup Copy Jobs or Capacity Tier to offload data to Azure Blob. You can keep a VBR server in standby mode in Azure and if needed import the backups and use Direct Restore to Azure to restore from your backups.

So you are not advising to use VBA but to keep a VBR server in "standby mode" within Azure?
When needed, use Direct Restore to provision future workloads
