I'm having the same problem when I add an organization in VBO.
I get the error SOAP header Action was not understood.
I did not understand if there is a solution to the problem.

I have received an updated EWS dll from Support
Veeam.Ews.dll

I have deployed this and will see what happens

I had this same issue; I contacted support and they sent me a link to the replacement DLL. After swapping it in, I was able to complete the EWS sign-in process using legacy authentication.

The fix from support works and is very quick. It is not a proper fix though so it will be interesting to see how long it takes to put it into a patch.

This is happening for us also. I've just opened case #03703005. Giving a mailbox to my service account makes a good workaround, but not a great solution.

The root cause on the Office 365 side seems to be resolved now as well and VBO works as expected.
In case you still see the 'SOAP header' error in VBO environment, please contact Veeam Support for a private fix.
