Archive VM's

We are in need of archiving some VM's. Can I run an export backup job on a VM and then manually move that backup file into glacier? And then if needed, can I just import that backup file back into Veeam? Running v11.

Sure, why not. Our full backup files are self-contained.

That should work. It's like manually copying a VBK File to an USB Drive :)
Veeam will not be aware of such files, but you can download it again and doing an import with the veeam console.
