Backup Enterprise Manager - Service Unavailable

I just installed Veeam Backup Enterprise Manager. I installed it on the same server and Veeam Backup and FastSCP. When I launch the application, it opens IE to the server and the port 9443, but I get a page display of Service Unavailable.
What service it it referning to? What should I check to get Enterprise Manager working?

The install did not fail and I used the default ports.
Installed on Windows 2003 SP2 with all the latest patches.

Reinstalled IIS, issue resolved.
