I currently have 2 clients with Backup and Replication, each backing up about 10 servers to a local repository.
I also have a couple of random clients with just a single agent installed on a single server, backing up to a local USB drive.
Ideally, I would like to streamline and better manage this setup as I want to implement Veeam at additional clients ( replacing their existing backups )... and implement Cloud Connect as a second layer of backup. I am not sure of the best approach though.
Definite steps would be:
install/configure Veeam Service Provider Console to manage everything
install/configure Cloud Connect server in our data center if we want to house offsite backups
Now this is where I start to get confused:
Do I leave B&R at those clients that are backing up multiple servers or do I dump B&R and just uses agents everywhere?
Can an Agent backup to a local USB drive and then backup copy to Cloud Connect?
In general, what is the best/preferred method for setting up the above scenarios?

I recommend to leave them with a onpremise vbr server. Restoring from a cloud connect repo works fine, but you will have the internet as a bottleneck. If your customer needs fast restores, then he should have a vbr server as a primary backup target. Cloud connect will be used as a copy target.There are other limitations with cloud connect. Another thing, if you use direct backup to the cloud connect server with agents, you will not be able todo application level restores. A vbr server is needed for that. And the cloud connect vbr server or the VSPC can not be used for that restore.

No need to install a vbr in this case. The backup target will be the Veeam Cloud Connect server. Cloud Connect and the Veeam Backup Enterprise Manager are mixed bags.
Here's what works:
Setup a VBR server in your Infrastructure
Create IPsec VPN to your clients
Install Veeam Proxy/Repository on client side (that way backups are local to the production VMs)

Deploy two backup job policies to this client.
1) Backup to USB Disk
2) Backup to Cloud Connect
A „backup Copy“ feature isn‘t available in the agent.
If I remember correctly, Two Backup Jobs will need an Veeam Agent for Server license.

Workstation license will work too for a local backup job and a cloud connect backup job.
