Can I use the Veeam Backup & Replication 9.5 Console to connect to a Veeam Backup & Replication 8.x server ?
Is it compatible ?

Hello and welcome to the community,

Unfortunately this wont work per system requirements.

The Veeam Backup & Replication console must be of the same version as Veeam Backup & Replication installed on the backup server.
