Can Veeam perform a restore whilst performing a backup?

I need to restore some servers (.vbk) from Veeam Server1, onto Veeam Server2, whilst Veeam Server2 is doing a backup.
I was going to copy the .vbk onto local disk on Veeam Server2 and import it, then restore to an ESXi Server

Is this possible? What are the limitations?
