Cant update to update 3

hello, i have a local.lab, using esxi host where i have 2 Windows server, when trying to work with esxi 6.5 veeam ask for update, so i went to the link and when i click on download update, it takes me to a page where i have to complete my "profile" after doing it, it just go back to same page and doesnt let me download the update, whats going on?
