I hope I understood your request. If not please explain more what you need to achieve and also what you already have in use.
My assumption is, you have a HQ location and a DR location.
Your virtual machines are running in the HQ location and you need to know, if Veeam can help you to failover your HQ to the DR location.
In Veeam Backup & Replication, you can leverage Replica Jobs or CDP Jobs to replicate a state of your VMs to the DR location. If the server in HQ or the entire HQ location has failed, you can failover all VMs to their replica. For that, you need a running Veeam backup server. Our recommendation is to deploy the backup server in your DR location (or third location). If the backup server runs in the HQ location, more steps will be involved to failover your VMs to the replica.
When you have your HQ environment back online, use the backup console to failback to the original VM with all the changes which were done while working on the replicas.
