In the near future we may be reducing our on-prem perpetual socket count and may need more AWS instances.
Is there any method of leveraging our existing investment by converting sockets to instances whilst keeping the annual costs roughly what we pay currently?

Yes, I do remember seeing a couple promos that said "get up to X years subscription at the cost of your perpetual license renewal", which is exactly what you're after. But I did not study them closely - so not sure what are the rules, conversion ratio etc.
Please check with your Veeam sales rep - just ask them for the current promos on converting sockets to instances which apply to you.
They are definitely available, as this is the only way for our existing customers to switch from their VMware/Hyper-V sockets to the portable license for all workloads. So, I can see them running indefinitely going forward.
