Cloud Edition Backup to Private Storage Cloud

If I have a private (Ubuntu-based) Openstack storage cloud deployed, will I be able to us ut as a target for Veeam B&R Cloud Edition ?

Yes, private Openstack should work fine, you simply add a generic Openstack account and provide the URL to your local authentication service.
