If I need 4 years of support for my VBR but partner doesn't have proper license codes in his portfolio (to get it as one order code), then is it possible to purchase 2 x 2 additional years of support? In total it will be 4 years so seems simple but is it allowed?

The forums are run by R&D, so we can hardly answer on license or sales topics. I remember from my past, that things like what you describe could be done. But I don't know how it works today. Please contact your Veeam sales rep if you do not trust your partner. If you never had direct contact with any Veeam sales rep https://www.veeam.com/salesinc.html should work.
