Confused about current version and patching

Am running VBR v12 build 1420 P20230223.
I read here that build P20230718 is the latest version.
Alert popped up on the VBR server saying "VBR 12 CP3" update is available, with "minor enhancements and fixes for common support issues".
Fair enough -- I am assuming that CP3 means patch level P20230718
... but ...
Where can I find info about what has been Enhanced/Fixed between P20230718 and P20230223?
I downloaded the main Release Notes for VBR and am none the wiser.
