Whn copy jobs are running other backups jobs stop and/or unable to use file restore. Everything else slows to almost a hault when copy jobs are running.

I'd propose contacting our support team and asking our engineers to have a look at your infrastructure. Both problems mentioned above seem to be unexpected to me. Please share a support case ID over here for our reference.
