Is there a way to delegate the failback tasks to users.
I want these users can only enable failback, permanent failback, etc.

Yes, but with the Veeam Backup Console.
I would like to manage, failback, etc. But these features are not possible with the Enterprise Manager.

In this case, I guess you can use Veeam Restore Operator role to limit capabilities of users accessing Veeam backup console > http://helpcenter.veeam.com/backup/80/v ... roles.html
