Hi
VBR offers two ways to encrypt data:
1) Set on the Backup Job
2) Set on the Backup Repository
If I want to encrypt all my backups, should I leave the job settings disabled and set the encryption password on the SOBR?

These are 2 different types of data encryption which have different aims.
When you enable encryption at the level of capacity tier settings, the entire collection of blocks along with the metadata will be encrypted while being offloaded.
Backup file encryption allows you to protect data in backup files produced by the backup job.
I'd recommend to enable backup file encryption if your main purpose was to encrypt all your backups.
