I'm trying to schedule a backup to run every month and I need to retain this backup for 2 years.
But I'm receiving this error:

Monthly incremental backups for 2 years will lead to 24 restore points.
Sounds like that's the issue, you hit the 21 restore point limitation for HPE StoreOnce target.
I suggest you enable monthly full backups instead of monthly incremental backups.
