Error upgrading from 6.1 to 6.5

Hello All,
I'm getting this error when I'm trying to upgrade my free Veeam 6.1.0.109 installation to 6.5: "cannot execute unknown install action"
Any clues?

Just out of curiosity, why are you willing to upgrade VB&R free version? Won't clean install work for you in this case?

Has anyone been able to come up with a workaround for this? I'm also running into this situation and I also see it when trying to uninstall Backup & Replication. Thanks.
