I have added drives to my backup NAS and created a new repository, which I added as an extent to my SOBR in Veeam B&R.
I want to evacuate the old extent onto the new one. Both use ReFS. The old extent is 23.5 TB using 64 TB and the new is 28 TB using 0 TB.
If I evacuate the old extent to the new, will the data naturally dedupe during the move, or will there be issues with hydration to where the backup files will require 64 TB on the new extent to move?

Data will be rehydrated during the evacuation, so you need enough space on the target extent.
