excluding datastore excludes the VM that have disk on it

Have a simple storage, tiered as 3 arrays of ssd + hdd + backuphdd. VMs have their disks attached in this fashion. I have excluded the backuphdd datastore on the job and that excluded the VMs that had disks attached on that ds. However, these VMs have disks attached on other datastores which should be processed by the job.

I guess this is by design, but in general can Veeam backup a VM excluding some of its disks? Or is it always backup in full? All or nothing?
