Technically, each extent is a separate repository. And for repositories, VBR provides an event with ID 21224 which will fire if a repository is unreachable for whatever reason.

Just curious, what problem you'd like to solve with these events? If you are looking for a backup monitoring solution, take a look at Veeam ONE that provides all these kinds of data out of the box.
