Failed to create Hyper-V Cluster wmi utils

Hi

Currently i have 2 repositories, 1 NTFS repository which work as expected.
I also have a ReFS repository where i do incremental backup with daily full synthethic and restore from this repro gives me a error.

1. At first try restoring single files to a 2012r2 VM gave me a error saying "no backup files detected" After a rescan of the repository this message went away
2. Okay - now i have selected a folder to restore, but it fails with "Failed to create Hyper-V Cluster wmi utils. Server Cluster1 does not exist or access denied"

Who needs access to cluster1? The Veeam server (which work with NTFS repro) or the 2016 ReFS server?
If it 2016 server (which is domain member) what firewall rules should be allowed?

And my Hyper-V cluster member logs this:

The root\mscluster namespace is marked with the RequiresEncryption flag. Access to this namespace might be denied if the script or application does not have the appropriate authentication level. Change the authentication level to Pkt_Privacy and run the script or application again

My mistake ... it was a internal routing issue in our network.
It noticed it after looking at the logs on the server hosting the repository ... there it said "RPC server unavailable" ... just before authentication failure.
