Ref Support Case # 03018523
SureBackup will fail if the target host doesn't have enough CPU cores/sockets. Instant Recovery is smarter and assigns the VM as many sockets as the host has (if the VM has more sockets than host, the maximum number of sockets are assigned. It would be nice if SB could behave like IR so that SB jobs can be assigned on a host with fewer resources than the source host.

I would say that this limitation could be overcome by selecting a virtual lab which is located on a host which has enough CPU for VMs that are subjects to test, but I guess I might be missing some important details. Could you briefly describe your environment and SureBackup settings, please?

UPDATE: I've checked with R&D and they said that it might be a bug, I will contact your support engineer to obtain the logs that you've provided.
