We have a customer who utilises Veeam Backup for Azure via Veeam 13. They used to do file-level restores and select copy to and browse to the folder on the Veeam Backup & Replication server
They are now seeing the 'OK' button greyed out when processing restores on Veeam, which I understand is expected in version 13. They managed to restore using \\Veeamserver\E$
They have asked that I raise a feature request on their behalf to re-enable this option

Understood on the request, currently this is by design when the Remote Console is installed directly on the Backup Server; does this scenario match what your customer is doing?
The workaround is appropriate, and alternatively you can:
1. Use the Web UI (if applicable on current version)
2. Install the Remote console to another machine and perform the restore there
