File Restore not allowing downloads

This is a rather new, and odd bug we encountered this morning.
We had a request to restore a backup of a file, and since we didn't want to restore it to it's original location, opted to download the file instead.
However, when we selected Download it did not - instead it restored to it's original location.

We are running the most recent version of Veeam 7 on a Windows 2008 R2 server virtual machine.

Has anyone encountered this before?
