If my backup passed the Health Check, does this mean that it is fully recoverable? Thanks to this feature, I don't need to do test restores?

The Health Check only ensures that the backup file itself is ok and didn't get corrupted; it calculates and compares checksums.
A restore test, like SureBackup, on the other hand, will make sure that your systems and applications are recoverable and consistent.
In your environment, you should implement and use both of them.
